The High Authority for the distribution of works and the protection of rights on the Internet (HADOPI) is an independent government authority. It is in charge of encouraging the development of the legal service and observing the lawful and unlawful use of works and objects to which copyright or related rights are attached on the electronic communication networks used for the provision of communication services to the public online. It also carries out missions to protect these works, regulation and monitoring in the field of technical measures for protection and identification. It became the ARCOM following its merger with the CSA (French Media Regulatory Authority) on 1 January 2022.
